Presumably there are licensing issues around the graphics in Zurgle's 
Luna theme - Jim?
What would be nice is to combine the ability to load free themes made 
for things like IceWM and GTK (as Steve Wessels' Skins code does) with 
the ability to theme scrollbars, buttons, and menus as well as window 
frames and backgrounds (as Zurgle does).

If we had that I would definitely second your vote.
