Well, it's still 3.7beta right now when they would go in, but it would 
soon be gamma afterward.

But you're right... unless the new package loader really needs 
Monticello in order to function (and I don't think it does), we'd 
probably be better off adding Monticello in 3.8alpha instead.

The new package loader is mostly bug fixes and some modest UI usability 
improvements.  It's a slight stretch, but I don't think it's too 
unreasonable to add in 3.7beta right now.  (Well, I guess the category 
filtering pane is a significant UI addition.)
