I agree; i18n stuff is worth a minor version number, get it in, make 
sure it works ok on all platforms and for everyone willing to do some 
testing (and to heck with those unwilling) and close it out.

Then I can get on with _really_ breaking stuff for 4.0alpha :->

How'd y'all fancy 64bit stuff, new compiled method format, dumping lots 
of ancient crap, multiple host windows and chocolate flavoured undies? 
(Whoops, I should add 'Eh' to the end of that since I'm in Canada)
