[ANN] Shout (Syntax Highlighting as you type), version 3 now available

Shout.3 is now available on SqueakMap and SqueakSource.
This version no longer Syntax Highlights Workspaces, which proved to be
annoying when editing text.
Instead, an optional ShoutWorkspace package has been added which allows a
Syntax Highlighted Workspace to be opened from the World,open... menu.
