Hi,

If you run the DateAndTime and Date SUnit test cases in the base image, 
both #testHour12 tests will fail.

This is because Avi has fixed the implementation of DateAndTime>>#hour12 
and Time>>#hour12 to match the ANSI specifification.

The SUnit tests need to be changed to test his (correct) interpretation.

Tested in 3.7a-5816.
