This sounds like a fair plan to me.  One or more persons interested in 
getting a short m17n-only 3.8 release out could join in pretty quickly, 
since we're starting to open the update stream now to more direct 
contributors.

If no one steps up to coordinate the short 3.8 release, Stephane was 
talking about a medium-length release for 3.8, beta in November and 
final in December, which would give some time for more additions, but 
still would not be as long a release as 3.7.
