Plugin don't compile

Hello!
I'm trying to compile an external plugin in Windows
(answer17prim). I get the Foo.c in the correct
directory (using VMMakerTool)
I downloaded the Squeak-Win32-Tools package and the
latest Squeak-Win32 (3.7.1) and unzip all.
According with "Compiling Squeak on Windows" (from the
Swiki, http://minnow.cc.gatech.edu/squeak/3389),
execute build.bat in c:\3.7.1\win32, and get:
C:\3.7.1\win32>make -f Makefile.mingw32
c:\GNUTOOLS\BIN\MAKE.EXE: ***No rule to make target '
'. Stop.
I tried with Dev-cpp too, it gime me two errors:
4 C:\3.7.1\win32\vm\sqConfig.h:27 #error unsupported
win32 processor type (alpha?!)
3 C:\3.7.1\win32\vm\sqConfig.h:32 #error test for, and
describe, your architecture here.
Can someone give me some tip?
