Saved as a cs (attached here)
Tested in 3.9a #6537 and works as advertized.
Inspected code (its all postscript, no class changes) to compare to
other uses and it makes sense and it does.  (My guess is that "Smalltalk
isMorphic... 	ActiveWorld reformulateUpdatingMenus]." could be replaced
with "Flaps enableGlobalFlaps"but I recommend accepting this exactly as
is.) 
As you can tell from the discussions, folks would really like this.
