squeak using high CPU, reporting little use

I spoke too soon.  I just did a Smalltalk garbageCollect and it didn't
fix the problem.  Saving the image did.

On closer reading I'm no longer sure that Smalltalk garbageCollect
always does a full garbage collection, which is implemented in the
fullGC primitive.
