Hi all!

Ok, now it seems we have finally wrapped up who is taking the lead of
the ToolBuilder Team and the Packages Team.

Brian Brown is from now on the leader of the ToolBuilder Team (not
leading the actual ToolBuilder project, but making sure it gets into
3.9). Brian has been active from the start in that project and he seems
like the perfect fit.

Avi Bryant is from now on the Team leader of Packages which of course
also is a perfect fit given Avi's stuff in this area - PackageInfo,
Monticello etc.

So with this posting the ball is in your hands guys. :)
