The answer to the question in the subject line ("Re: Does Squeak
support Multibytes Characters?") is "yes". But supporting multibyte
characters is a little different from supporting Chinese language.

I just recall that we had this on the net:

ftp://ftp.academianetwork.co.jp/pub/chinese_squeak/ChineseSqueak-20031215.zip

One upon a time, we had a good enough version of Simplified Chinese
support in 3.6 based Squeak, it is not quite working in the latest
versions.

To make an official support of Chinese language, we need a few
classes and more importantly, good and freely distributable Chinese
fonts in several sizes. If you know such fonts, please let me know.
We can make it work in relatively short amount of time in 3.8.
