You can install it via Universes.  The version on there is loadable.

Alternatively, if you are going to be using several packages for your
development project, you might want to start with the 3.7u1 image.  It
does not have the newest versions of things, but it does have the
200/500 packages from SqueakMap that successfully loaded into the final
Squeak 3.7/Basic (and that also made sense in 3.7/Basic, e.g. not
"Refactoring Browser for 3.4").
