Actually the only video available locally at that site is the Self Movie
(downloadable in two sizes and two formats: Quicktime and DivX). The
rest is just links to external pages. Most of the videos now at Google
Video were previously hosted on the Microsoft University Research pages
but these were also only streaming and not downloadable.

Well, obviously with the right tools anything is downloadable but Google
wants to make that inconvenient so authors can charge for people to view
the movies. In fact, Google reserves the right to charge even for movies
the authors made available for free if these become too popular and so a
drain on their resources. A good place to host videos without these
restrictions is http://www.archive.org/details/movies but then you lose
control since people can freely copy them.
