of course, but it should not  bother  customers immediatly. WinXP  
exist, Vista is in work, an many costumers run on Win NT!
One release, exactly defined in its capabilities, should be constant  
available for customers, in the same time development continues  
resulting in a new version comming not too close to the last release  
etc. So change and reliability are no contradiction.
