Exactly ;)
I hate the Linux use of the odd and even number, but we can use it and 
say that starting form 3.9
the stable branch
is something like
Squeak 4.0, 4.2, 4.4
and  dev  line is 3.9, 4.1, 4.3 etc
It is more simple the mantenance of the stable stream: where 4.2 is out, 
4.0 stops to be fixed in some weeks :)
I can write some guidelines in the next few days...
