I will try to split Tools-Changes in two parts - Tools-Changes and 
System-Changes (with ChangeSet, new class ChangesOrganizer etc.). Now 
change sets are directly dependent on ChangeSorter tool so if you want 
to have this basic functionality in image, you need CodeHolder etc.

Any protests?
