Hopefully in time there will be several of us with these capabilities
including Goran, Myself, and others.  Currently the only person that
definitely has the capability is Doug.  Doug thinks that Marcus and
maybe Avi also have the rights to create projects, so I've Cc'ed them.
Doug plans to add more admins so we can make this process more efficient
but he seems to be just plain busy at the moment.  Maybe he will find
some time this weekend.
