I would not say that.
Alan is directing ViewPointResearch and lot of projects there are  
using Squeak.

Good question!
Do you mean who take
     - the responsibility to check the fixes, collect the good stuff  
(such as the new compiler that was left freely but never integrated....)
     - the responsibility to make sure that people developing real  
applications with Squeak (seasiders, tweaker (may be in the future)...)

I do not know.  We (marcus and me) proposed a roadmap for 3.9 since  
september last year and we are trying to make it real without
frustrating people that require stability. So this is juggling  
between improving, going forward and making sure that the system gets  
improved.
If you want to know where 3.9 is headed read the roadmap we proposed  
and we are making.

Other people are helping:
     impara people providing fixes, support for a lot of libraries
     yoshiki for the effort on internationalisation
     doug for helping to put in place the new package system based on  
MC and Squeaksource
