can not install Chronos

It loads!
But
Timezone allCanonicalKeys
gives me an empty IdentitySet
In the transcript I see
Olson timezone keys was not accessible at the path ./time-zones/foreign-keys
So do I have to copy the time-zones folder to the image directory or
should that have been done automatically?
