bugs on mantis: who assigns them ?

I see I have managed to kick off some discussions on the issue of
bugs handling / fixing. This is gooood ...

Actually there is a link on squeak.org

Anyhow, I would say it would be great to have a link to the Bug
Database in the Links panel (on the right side). I have found myself
looking for it a few times...
