Let me refer you to the magic decode page for

As you noticed sticking the RomePlugin.bundle in the same folder as
the application did not work, as designed.
I think you can say RomePluginCanvas pluginAvailable to see if the
plugin is available.
If not you can do
SmalltalkImage current listLoadedModules, on my Sophie image that
gives me:

If the 'RomePlugin bf.29 24 August 2006 (e)' plugin is not loaded
it's likely I'll need to get you a debug VM so we can print out the
results of the load of the plugin attempt to see why the plugin did
not load, perhaps missing some library I've installed that wasn't
statically linked into the rome plugin
