Thoughts from an outsider

Ok, great thanks.  Where are people getting 3.9 from?  Is it pretty stable?  
I mean lots of
things don't seem to work on 3.8 anyway (e.g. the balloon3d fish tutorial) 
so it doesn't
have to be perfect.

Also, any idea when it will be officially released?
