I think all the vertical squeak packages (scratch, sophie, plopp) use  
UTF8 and get to ignore the file tools. And
don't get Tim started on what he thinks of the classes that deal with  
files...

Personally I wanted to move the carbon vm to utf8 awhile back, but  
well as you see all the morphic file tools would
break in interesting ways.
