Nothing needs to happen to 3.10 so that 3.11 can start.

The reason that 3.11 is not starting is because there is no 3.11 team.
 The board has not yet asked for proposals for a team.  We can stop
3.10 at any time.  It seems pointless to do it until there is a 3.11
in sight.

I don't see a place for a client/customer role.  The 3.10 release team
is not doing any development.  We are just doing integration, quality
control, and version management.  if we were developing features then
we could use a "customer" to tell us which features to develop next.
They could tell us which features were implemented correctly.  But
since the Squeak community both develops features and tests them, the
"customer" role is part of the community.
