Hi Göran,

In the past we closed the list but we allowed people that did not have
access to their email to get a new ballot.  We verified that the first
ballot bounced by contacting the voting site administrator and asking them
to forward bounces to us.  If the original email bounced we sent a new one
to the requested address and asked people to update their squeak people
account (which won't work now).

We did not allow new people to sign up after the deadline, which was when we
pulled the list of voters.
