The ANSWER:

I have to register the application.

This is done by evaluating

    PRPierFrame registerAsApplication: 'pier' kernel: (PRKernel
instanceNamed: 'pier').

Then I can access the Pier CMS in the browser through
    http://localhost:9999/pier
