[squeak-dev] Squeak 4.5 Release Candidate 3

I have not found any issues on Windows 8.1
I had problems with the Traits file tests but that was related to my anti
virus program reading the changes file at the same time as Squeak causing a
primitive error. (Maybe that should be in a errata)
