[squeak-dev] Bugs.Squeak.org needs to be retired?!? (was [Mantis] Account registration)

Actually, it looks like I wasn't the only one that noticed and Tobias got
there before me at least regarding disabling the signup of new users.  I
didn't think to check the box-admins archive before posting.
