[squeak-dev] locale folder causes slow unzipping

See https://github.com/squeak-smalltalk/squeak-app/actions -- People are free to just look into the ZIP and not extract the "locale" folder in the first place. ;-)

Yes, not many translations in there... tried randomly a few and Slovak for instance only replaces "Do" with "Rob" ;) (which is btw. a correct translation; not that I'm a Slovak native but close enough) and keeps the rest in English. 

Is this supposed to really translate Squeak to so many languages? It sounds like a huge amount of work to update it, not speaking about maintenace...
