When the Welcome To Squeak window is minimized, the hot air balloon in
no longer redrawn correctly.

On minimization, the portion of the balloon that is outside the extent
of the PluggableSystemWindow is left on the screen.

On restoration, the portion of the balloon that is inside the extent of
the help topic frame is occluded.
