Gary, I just tested it with a fresh 3.9 image with only YAXO + Universes 
and the save-as is fine on the world menu when you install only the UI 
Themes.  If I add the ToolBuilder integration, the save-as causes:

TheWorldMenu doesNotUnderstand: #world

So it looks like the ToolBuilder integration is the culprit.  I haven't 
found any other problems with the menu.
