[Webteam] Website on IE - Please Help!

I had to go back to the absolute positioning for the middle box. Which
means the bottomlogo problem raised it's head. I have notes in the CSS
about this and if we figure out how to get the bottomlogos working then
maybe we could go back to the content box having no position.

(I don't know why IE adds extra vertical padding on the float boxes.
Couldn't get them to be like FF and Konqueror.)
