[Webteam] Time for decision about platform for website

Sorry guys, I have indeed been away for a while (funeral, work travel,
and vacation).

While I like Pier and I liked what I saw from Lukas, I think that
Janko's advances have proven to be a good replacement (not that Pier
isn't, but Lukas hasn't had the time/energy/desire to build it out as
Janko and team).

My main concern is that we have someone who is willing and able to
keep the site up-to-date, regardless of the technology.  If
Aida/Scribo is what enthuses someone to do that so be it.  If Pier
makes someone want to fill that role, fine with me.  At this point it
seems to me that Janko has won out.
