Add the option to load SystemReporter to the "Extending the System" workspace
Should SystemReporter be preloaded? I don't know about others but for our uses, we couldn't live without extended system information. It is often crucial to debugging problems and it's one of those issues where if it isn't present when the problem happens, people will not bother trying to recreate the issue.

It is small, useful, and maintained in its own package. It is reloadable, so it can be included in #unloadAllKnownPackages. It even has has a class comment :)
