It's baffling, I'll give you that.
Could you try the same image with a different VM, or even on a non-Windows machine? It would be a good start to know that the bug doesn't rely on anything outside your image -- even though the image itself remains a large place to search for bugs.
Behavior is the same under Windows and Linux using the same image (i.e. my working image). It's a little quicker under Linux, about 2 minutes. Using the (more or less) original full image of 3.8 it shuts down in a few seconds. I guess the next thing to do would be to file-in my stuff into a clean image and see how that behaves. As there is no detectable CPU activity on Squeak I would guess it is waiting on something.

This should give some pretty clear indications what to look for (you might want to make that andQuit: argument true if just saving the image is quick enough - in which case make sure you restart it immediately).
