Mantis lets us configure default owners of tickets for various subprojects. It's a bit.... out of date. (A "default owner" of a subproject means that if you don't explicitly assign a ticket to someone, this is the person to whom you implicitly assign the ticket.)
Any, Box-Admins both point to KenCausey, who must be tired of receiving the occasional mail on these topics.
