[Elections] Testing the CIVS software/process

FYI, this Saturday 2/11 I'm going to set up a test election on CIVS and use
the election team members (plus Göran, Ken and Cees if you guys are
interested/willing)  as  the  'voters'.   It'll just be a test run of the
CIVS software - we'll vote on favorite ice cream colors or something. I'll
let the test  election run until Saturday 2/18.
