[Elections] SqP, SM, stakeholder email lists received

I will be out of town today but back tomorrow.   My plan is to do a
quick validation of the email addresses per Cees's advice, then
combine the lists into a single sorted set, then set up the election
on CIVS.

I'll probably just grab something that looks like from CPAN to check
the email addresses are correctly structured; is there anything else I
should do before combining the lists ?
