[etoys-dev] Release notes

FYI, you can click "release notes" next to Etoys 4.0 to get an up-to- 
date list since we switched to JIRA.

Also, another Big Feature is publishing to the squeakland showcase.   
Yeah, I know it's minor from a code standpoint, but we want to send  
the message that we want to build community, etc.
