I think there are cases that raw string of "msgid" in po aren't
appropriate for presentation and
we want to provide "translation" even for English.  (Don't ask me for
example...)
Your "optimization" of not translating for en in #translated would
kill that opportunity.

It seems people don't think having English PO/MO is odd thing to do,
as http://translate.sugarlabs.org/en_US/ is running :-)
