[etoys-dev] [SVN][467] Do not ship languages with too few translations (ar_SY, en_GB, km, pap, pl, zh_TW)

Bert,
Removing stuff for some langs from the distribution seems ok, but I
think removing the path from repository is too wild.
Translation project on pootle needs repository path and in early stage
translation would be few.
For instance, once we set up Kannada project for Subb, I don't want to
remove the repository path even if enough translation hasn't been
populated.
