I fear, that there is a basic design fault in EToys ...

My suggestion -> directory containing translation files ... so people can edit strings on their own ... and - of course a complete redesign of string handling ... looks quite time-consuming ...

No need for fear, this is just a simple bug, no fundamental issue with the translation process. It even affects just command tiles, as you can see, property tiles are fine. 

And people can translate strings on their own. Etoys uses standard gettext-format translation files. No problem there either.
