I've confirmed that the fileout results in the full rather than the reduced language menu being deployed in the two problematical situations, i.e. (1)  double-click on a .pr file and (2)  drag a .pr file into the etoys-app icon.

So (at bert's request) I'm going to push the fileout as an update.
