[Morphic] Where do decisions on mantis bugs need to be reported?

Hi Jerome,

I agree with all you say. All this is my responsability.
I will not work at my job this Friday, so I'll have some hours for Squeak. 
At the top of my list is to review at least some of your contributions, and 
hopefully publish new versions of the packages, with the stuff I can look 
at. Some contributions from Edgar will also get in.
I will also send personal emails (as Stef asked me) and append my comments 
to Mantis as you suggest.
