[Release] Sake/Packages/Bob developments

Packages does not use scripts by default (for universe definitions),
thus approaching Andreas' desire for a data prescriptive model.

Packages now supports a #worksIn: field for defining a definition which
is automatically copied to other classes. (when #taskValidateAll is run)

Packages now validates the category of the defn against the category in
the metadata.

Sake tasks can now be used in non-Sake aware code, they pretend to be
blocks.
(experimental/risky ?)

Sake now has a half decent periodic task Scheduler (Sake-Scheduler
package) based upon the Scheduler package on squeaksource. Services are
scheduled according to the scheme used in the Gjallar Scheduler.

Sake/Bob now has a Url watcher, which can trigger a task if the
page/feed at a given Url has changed, since the last look.

Schedule for Bob to periodically scrape Mantis.

Schedule for Bob to monitor Squeaksource rss feeds and load updated
packages.
