It is implemented by all classes that answer true to #canDefineAttributes,  
though.

Also, this method is added by the Development package to Configuration and  
I think a
bunch of those methods could be rewritten or dropped (they were only  
refactored to
keep them functional, not rewritten based on the new Configuration design).
