[Seaside-dev] some package changes

This weekend we renamed Seaside-OmniBrowser-Environment to
Seaside-OmniBrowserTools.

We also moved several classes from the following three packages:

Seaside-Development
Seaside-Squeak-Development
Seaside-Tests-Development

to the following three NEW packages:

Seaside-WebTools
Seaside-Squeak-WebTools
Seaside-Tests-WebTools

You will likely want to load the three new packages before updating
the three old ones.
