One way of registering a platform. The proposal is to just use one of the  
existing
two mechanisms and dropping the other:

1. Do it lazily in WPlatform as it is currently done.
2. Do it eagerly in WASqueakPlatform as it is currently done (and fix
WASqueakRandomProvider).
