No it is the same problem as with web development. You have to aim for
a fixed size like 800x600. If you use that you may be sure that most
people have access to your product. However most desktop systems
have a 1024x768 monitor.
Your university web page http://www.uwo.ca/ seems to go for 800x600.
There are layout managers which could deal with different screen sizes,
but for your intended application using them would probably be clumsy.
