I use Mozart-Oz <http://www.mozart-oz.org/> a bit for my research needs.
Yes a very nice VM and the distributed model behind is very sound.
But the UI based on Tcl/TK is awfull and there is no real development
environnement (only X/Emacs).

I think Mozart guys are not really interessed by UI stuff and prefer to
work on new programming language design. They are working now on a new
functional language called Alice : <http://www.ps.uni-sb.de/alice/>
